Cats - 44964 thousand per square mile

The St Matthews estate is approximately 0.08896 square miles in size. There is at least 2000 housing units on the estate. The Council allows each premises to have two pets although private owners may be allowed have more. This means that the council is happy to tolerate 44964 cats per square mile. Is this density cruel to cats or humans.

I personally suffer from cats furiously spraying and scent marking their tiny territories and would like clarification on the councils position.

Is there a recommended cat population density?
